3. Bidder qualification requirements
3.1 The tender requires the bidder to have the following qualifications:
3.1.1 A manufacturer that has an independent legal personality, such as a business license, a tax registration certificate, an organization code certificate, or a three-in-1 business license issued by the State Administration for Industry and Commerce, and whose annual inspection is normal;
